This reviews the legislation of 36 foreign jurisdictions on the operating of legislatures underneath unexpected emergency steps, preparations in legislatures for a specified sub-group to constitute a form of “unexpected emergency parliament” with devolved powers from the full legislature, and preparations produced by nationwide legislative bodies to assure their operate during the COVID-19 pandemic. In the broad the vast majority of countries surveyed, legislatures have adopted preventative steps in response to the public unexpected emergency posed by the COVID-19 pandemic. Meanwhile, no nation surveyed has explicitly invoked the powers of an “unexpected emergency parliament” with the devolved electricity from the full legislature. On the other hand, several countries surveyed give a variety of other unexpected emergency powers to the legislature in times of emergencies.
